visual petitionPolitici en beleidsmakers dienen zich los te wringen uit de schadelijke wurggreep van vervuilende multinationals zoals INEOS en hun invloed op het toekomstige Vlaamse milieu- en klimaatbeleid door het voorop stellen van aandeelhoudersbelangen. Wij vragen kordaat op te treden en elke milieuvergunningsaanvraag voor projecten op basis van schaliegas of andere fossiele brandstoffen op voorhand integraal af te toetsen aan de vooropgestelde, globale doelstellingen inzake klimaat en deze te weigeren indien geen zekerheid of te 'vage' compensatiemaatregelen voorgesteld worden. Tevens vragen wij te stoppen met Vlaams belastinggeld te gebruiken voor de subsidiëring of financiering van dergelijke projecten. Door een groen licht te geven aan INEOS voor 2 nieuwe fabrieken die ethyleen & propyleen produceren op basis van reststoffen uit schaliegas (min. 90% methaan), ketent Vlaanderen zich de komende decennia halsstarrig vast aan de meest vervuilende fossiele brand- en grondstof. De bankgarantie van de Vlaamse Overheid tot een half miljard euro voor de financiering van 'Project One' laat INEOS toe het Vlaams klimaatbeleid financieel te gijzelen. Strengere maatregelen zullen de reeds wankele financiële resultaten van INEOS nog verder uithollen, waardoor de Vlaamse belastingbetaler uiteindelijk zal opdraaien voor de bankschulden van INEOS!

Le monde politique et les législateurs devraient se libérer de l'emprise néfaste de multinationales polluantes telles qu'INEOS et l'influence qu'elles exercent en privilégiant les intérêts des actionnaires sur la future gestion flamande en matière de l'environnement et du climat. Nous réclamons une attitude résolue pour que toute demande de permis environnemental portant sur des projets utilisant du gaz de schiste ou d'autres combustibles fossiles soit évaluée au préalable par rapport aux objectifs climatiques fixés au niveau mondial et soit refusée en cas d'absence de certitude ou de mesures de compensation trop ambigues. Nous les prions également de ne plus utiliser l'argent des contribuables flamands pour subventionner ou financer de tels projets.
En donnant le feu vert à INEOS pour 2 nouvelles usines produisant de l'éthylène & du propylène à partir de résidus de gaz de schiste (min. 90% de méthane), la Flandre se rattache obstinément au combustible fossile le plus polluant pour les prochaines décennies. La garantie bancaire du gouvernement flamand d'un demi-milliard d'euros pour le financement du "Project One" permet à INEOS de prendre financièrement en otage la politique climatique flamande. Des mesures plus strictes affaibliront davantage les résultats financiers déjà fragiles d'INEOS, ce qui obligerait le contribuable flamand à payer les dettes bancaires d'INEOS!

Politicians and policymakers need to free themselves from the harmful stranglehold of polluting multinationals such as INEOS and their influence on future Flemish environmental and climate policy by putting shareholder interests first. We call for decisive action and for every environmental permit application for projects based on shale gas or other fossil fuels to be fully assessed in advance against the projected global climate objectives and to refuse them if not conclusive or the proposed compensation measures are considered too ambiguous. Furthermore, we ask them to cease using Flemish taxpayers' money to subsidize or finance such projects.
By giving the green light to INEOS for 2 new factories producing ethylene & propylene based on residues from shale gas (min. 90% methane), Flanders will stubbornly attach itself to the most polluting fossil fuel and raw material for the coming decades. The bank guarantee of the Flemish Government of up to half a billion euros for the financing of 'Project One' allows INEOS to financially take the Flemish climate policy hostage. Stronger measures will further erode the already fragile financial results of INEOS, as a result of which the Flemish taxpayer will eventually pay for INEOS' bank debt!

Waarom is het belangrijk?

Om plaats te maken voor INEOS dient men 55 ha bos te kappen, waarvoor zij een afzonderlijke vergunningsaanvraag indienden. ‘Saucissonering’ van het vergunningstraject is een gewiekste strategie, omdat men geen klare kijk heeft op de globale impact van het project. Het is illegaal onder de Belgische & Europese wetgeving. Ondanks massaal protest en het negatief advies van het Vlaams Agentschap Natuur en Bos, keurden Stad Antwerpen & de Provinciale Deputatie het dossier goed. Ons administratief beroep werd echter ontvankelijk verklaard door de beroepsinstanties. Om enig verweer te hebben tegen onze argumenten in deze procedure, diende INEOS een gewijzigde vergunningsaanvraag in maar heeft duidelijk nog niets bijgeleerd over milieu en klimaat. Via deze petitie geeft u een duidelijk signaal dat u bezwaar aantekent tegen de ontbossing van de Project One-site in de Antwerpse haven op basis van volgende doorslaggevende argumenten:

1. De aanvraag vermeldt niet dat het in weze om een milieutechnische éénheid gaat die als één geheel moet beoordeeld worden. INEOS schrapt percelen t.o.v. de initiële aanvraag tot ontbossing maar verzuimt de oppervlakte voor het geheel aan te passen. Deze inconsistentie dient uitgeklaard te worden.
2. INEOS probeert het wettelijk kader van milieu- & klimaatbeleid te omzeilen door een aparte vergunning aan te vragen voor de ontbossing. Dit is een schending van de regelgeving. Het excuus dat ontbossing noodzakelijk is om verder bodemonderzoek te kunnen uitvoeren is een drogreden.
3. Een openbaar onderzoek voorziet 30 dagen inzagetijd voor burgers & organisaties De termijn werd niet gerespecteerd: pas na constante druk van buitenaf werd de informatie slechts 21 dagen openbaar gemaakt. Opnieuw midden in een vakantieperiode!
4. Ondanks het feit dat INEOS een jaar tijd had de plasticvervuiling in de haven en het Schelde-estuarium aan te pakken, is de situatie ongewijzigd. Ook hier draagt Ineos bij aan het probleem en niet aan de oplossing.

Afin de libérer le terrain, 55 ha de forêt devraient être abattus, ce qui fait l'unique objet de la demande de permis de la part d'INEOS. "Saucissonner" la procédure environnementale est une stratégie astucieuse, car il manque une vision claire de l'impact global du projet et ne respecte pas la législation belge et européenne. Malgré de nombreuses objections et l'avis négatif de l'Agence flamande Nature et Forêt, la ville d'Anvers et la Députation provinciale ont approuvé le dossier. Cependant, notre recours administratif a été déclaré recevable. Afin d'avoir un minimum de munitions contre nos arguments, INEOS a soumis une demande de permis modifiée. Il est clair qu'elle n'a rien appris sur l'environnement & le climat. Par le biais de cette pétition, vous donnez un signal clair que vous vous opposez à la demande de permis.

1. La demande n'indique pas qu'il s'agit d'une unité d'ingénierie environnementale qui doit être évaluée dans son ensemble. INEOS supprime des parcelles par rapport à la demande initiale de déforestation, mais n'ajuste pas la superficie de l'ensemble. Cette incohérence doit être clarifiée.
2. INEOS tente de contourner la législation environnementale & climatique en soumettant une demande de permis distincte pour la déforestation. Il s'agit d'une violation du règlement. L'excuse selon laquelle la déforestation est nécessaire pour poursuivre l'étude géotechnique est fallacieuse.
3. Lors d'une enquête publique, les citoyens et organisations disposent de 30 jours pour consulter le dossier. Ce délai n'a pas été respecté: ce n'est qu'après une pression extérieure persistante que le dossier a été rendu public pendant 21 jours et, de plus, à nouveau au milieu des vacances d'été!
4. Malgré le fait qu'INEOS ait eu un an pour s'attaquer à la pollution plastique dans le port et l'estuaire de l'Escaut, la situation est inchangée. Là aussi, Ineos contribue au problème et non à la solution.

In order to make way for Ineos 55 hectares of forest need to be cut down, for which INEOS submitted a separate permit application. 'Salami slicing' of the environmental permit trajectory is a slick strategy, because there's no clear view on the overall impact of the project. This is illegal under Belgian & European legislation. Despite massive protests and the negative advice of the Flemish' Nature and Forest Agency, the City of Antwerp & the Provincial Deputation approved the project. However, our administrative appeal was declared admissible by the relevant instances. In order to have some defence against our arguments, INEOS submitted an amended permit application, but clearly has not learnt much in the field of environment and climate. By means of this petition, you are sending a clear signal that you object to the permit for deforestation of the Project One site in the port of Antwerp on the basis of the following decisive arguments:

1. The application does not indicate that it involves an environmental engineering unit which must be assessed as a whole. INEOS deletes plots of land in relation to the original application for deforestation but fails to adjust the overall area required. This inconsistency needs to be clarified.
2. INEOS tries to bypass the environmental & climate legislation by submitting a separate permit application for deforestation. This is a violation of the regulations. The excuse that deforestation is necessary to carry out further soil analysis is a fallacy.
3. In the case of a public survey, citizens & organisations should be given 30 days to consult the file. The time frame was not respected: only after persistent outside pressure were documents made public for a period of 21 days. Once again in the middle of a holiday period.
4. Despite the fact that INEOS had one year to tackle the plastic pollution in the port of Antwerp and the Scheldt estuary, the situation is unchanged. Again, Ineos is contributing to the problem and not to the solution.
